According to reports, the Washington C.H. Police Department responded to the following calls:

June 17

Possession of Drugs/Drug Paraphernalia: At 5:15 a.m., officers responded to the Blue Stone Inn in reference to a 911 hang-up call. Officers were unable to locate the source of the call. A resident advised of a male passed out in a vehicle on the lot. Officers located the male, identified as Richard Penn, passed out in a vehicle while holding a baggie of suspected narcotics and drug paraphernalia in plain view. Penn was awakened and arrested.

Disorderly Conduct/Criminal Mischief/Resisting Arrest/Menacing: At 7:21 p.m., officers responded to a residence in reference to Michael Leisure II damaging property of a woman. An officer made contact with Leisure, who was highly intoxicated. He admitted to pouring detergent on the woman’s vehicle and into her exhaust. When an officer attempted to arrest Leisure, he resisted, but was secured easily by officers. While being transported to the jail, he made menacing comments toward the victim. Leisure was charged accordingly.
