According to reports, the Washington C.H. Police Department responded to the following calls:

July 6

Criminal Trespass: At 1:10 a.m., a woman reported that there was a male at her residence who had been asked to leave, but refused. Officers arrived and the male was involved in an argument with the residents, still refusing to leave. The man, identified as Randy Lee Frisby, was arrested for the listed offense.

July 5

Theft: At 2:44 p.m., an employee of Save-A-Lot reported that an unknown male concealed merchandise on his person and attempted to leave the store without paying for the item. Employees confronted the man, who dropped the merchandise and fled the area.

July 4

Theft: At 12:35 p.m., an employee of Family Dollar reported that unknown person(s) removed merchandise from the store without paying for the items.

Drug Abuse/Possession of Drug Abuse Instruments/Possession of Drug Paraphernalia: At 1:25 p.m., officers were called to check a male in a vehicle at Walmart who reportedly was in and out of consciousness. The male, identified as Ronald N. Sapp, was found to have an active warrant for his arrest and was taken into custody. During he arrest, he was found to be in possession of illegal drugs, drug abuse instruments and drug paraphernalia. Sapp was additionally charged with the listed offenses.

Theft: At 7:16 p.m., the property manager of a duplex in the 1000 block of Grace Street reported that unknown person(s) removed several sets of kitchen cabinets from one side of the double.

July 3

Disorderly Conduct: At 6:34 p.m., officers responded to the 600 block of South Fayette Street on a call of an intoxicated person. Officers found Michael Davenport in the area and heavily intoxicated. Charges were filed.

Disorderly Conduct: At 9:44 p.m., officers responded to the area of Delaware Street and Gregg Street on a call of an intoxicated person in the roadway. Officers found Samuel J. Higman heavily intoxicated and passed out on the curb with his legs in the roadway. Charges were filed.

July 2

Obstructing Official Business/Disorderly Conduct: At 11:46 a.m., officers responded to Gregg at Delaware in reference to a male laying on the edge of the roadway. Officers found Samuel J. Higman to be extremely intoxicated with his legs in the roadway. Higman failed to follow instructions of officers and was arrested.

Permitting Drug Abuse/Possession of Drug Paraphernalia/Possession of Drug Abuse Instruments: At 5:52 p.m., officers responded to 1008 Grace St. on a call of a drug overdose. Officers found the resident, Sarah H. Daniels, who was permitting drug use and was in possession of hypodermic syringes and other drug paraphernalia. Charges were filed.

June 30

Robbery: At 11:32 a.m., employees of Kroger reported that a male attempted to remove various items from the store and when confronted outside by employees, he displayed a weapon and fled on foot. The male was located by officers a short distance away and was identified as Robert E. Berwanger. He was arrested and charged with the listed offense.

Theft: At 4:04 p.m., Derrick Marcum reported that he accidentally left his wallet at Taco Bell and when he realized he didn’t have it, he returned to the business to find that it was gone. The victim later learned that unknown person(s) had used a credit card from the wallet to make a purchase at a local gas station.

Theft/Possession of Drug Abuse Instruments/Possession of Drug Paraphernalia: At 6:57 p.m. while on routine patrol, officers observed a male who had an outstanding warrant for his arrest. Officers made contact with the male and verified the warrant. The man, identified as Martin J. Hoagland, was arrested. During his arrest he was found to be in possession of merchandise he had taken from Save-A-Lot on Columbus Avenue without paying for it. He also had drug paraphernalia and drug abuse instruments on his person. Hoagland was charged with the listed offenses in addition to the warrant.
