A Washington C.H. man who allegedly masturbated on his front porch in plain view of a teenage girl was arrested Monday after the teenager turned over cell phone video of him in the act.

Joseph L. Coonrod, 42, of 434 E. Paint St., was charged with third-degree misdemeanor public indecency and is being held in the Fayette County Jail on a $500 bond.

At approximately 5:47 p.m. Monday, the girl came to the Washington Police Department and told officers that her neighbor was out on his porch “touching his genitals and pointing at her,” reports said. As Coonrod continued this behavior, the girl took a cell phone video of him masturbating while he was looking in her direction.

Two officers reviewed the video and confirmed that Coonrod had been masturbating on the front porch where the public could see, according to reports. Police said that Coonrod later admitted that he “was out on the porch touching himself.”

Coonrod was also charged with a parole violation.
