Shawn L. Richmond, 43, was sentenced to nine months in prison for failure to register, a third-degree felony, as a tier three sex offender after he moved from Fayette County to Greene County and did not provide notice of his address change to authorities.
Richmond was indicted July 22 by a Fayette County grand jury after a Fayette County deputy sheriff went to check up on Richmond at his registered address at 1524 Washington Ave., Room 21, of the City Motel in Washington Court House. The deputy sheriff could not locate Richmond at that address.
A deputy sheriff made contact with Richmond on the telephone to let him know that he had a warrant for his arrest. Richmond asked if it was for leaving the state of Ohio for a few days, but the deputy told him it was for not providing notification of his address change as a registered sex offender, according to court records. Richmond said he could not go to jail because he had a dog to take care of.
Richmond later said he moved in July from the City Motel in Washington Court House to Detroit Street in Xenia, where he lived until his arrest in August.
Richmond was convicted in 2005 in the Greene County Court of Common Pleas on charges of sexual battery and unlawful sexual conduct with a minor and was sentenced to four years in prison.
In 2011, Richmond was indicted by a Greene County grand jury on charges for failure to register and provide notification of his change of address as a sex offender in Greene County. He plead guilty and was sentenced to two years in prison.
Richmond was given 66 days jail time credit in the Fayette County Jail. He was ordered to pay $623 for the costs of prosecution and was transported to the Correctional Reception Center in Orient, Ohio to commence his sentence.
As a tier three sex offender, Richmond is required to provide registration/verification information every 90 days for life.
