The Fayette County Commissioners recently accepted bids for two different projects — road paving and the Chip Seal Program.
Cox Paving, LLC of Washington C.H. and Fillmore Construction, of Leesburg, both bid for the 2022 County Road Paving Program.
Cox Paving bid a total of $950,428.96 broken down as follows: Alternate A $104,389, Alternate B $915,368.50, Alternate C for $39,482.50 and Alternate D for $5,265.24.
Fillmore Construction bid a total of $958,652.50 broken down as follows: Alternate A for $104,389, Alternate B for $927,066.50, Alternate C for $47,379 and Alternate D for $9,968.
The engineer’s estimate for the project is $1,022,411. The low bid of Cox Paving in the amount of $950,428.96 was accepted.
As for the 2022 Fayette County Chip Seal Program, two companies bid for this project.
Fillmore Construction out of Leesburg bid a total of $195,670 — of which, $172,650 is for CHIP Seal and the remaining $23,020 is for Fog Seal.
Miller-Mason Paving Co. out of Hillsboro bid a total of $211,784 — of which, $172,650 is for Chip Seal and the remaining $39,134 is for Fog Seal.
The bid of Fillmore Construction in the amount of $195,670 was accepted.
An amended service agreement was entered into with Kofile Technologies out of Texas for preservation services of the Fayette County Recorder to include Plat Book Scanning and Soldiers Discharge Scanning (soldiers discharge records are confidential).
Preservation services may include conservation, de-acidification, encapsulation, rebinding, re-creation, image capture, image processing, indexing and microfilming, and other related service at a cost of $25,161.97.
Melissa Havens, Fayette County EMA director, was authorized to sell surplus inventory through GovDeals, Inc. Inventory.
During a recent Fayette County Land Bank meeting, treasurer Penny Patton presented the treasurer’s report with a beginning balance of $207,498.16. After fees are paid — $76 for State Route 753 Special Assessment and PM Title, and $350 for Title Search for Washington New Martinsburg Road and 304 N. Fayette St. — the new balance will be $207,072.16.
The Fayette County Prosecutor’s Office has started the foreclosure process on the following properties: 543 Albin Ave., 414 Earl Ave., 734 S. Fayette St. and 903 S. North St. The prosecutor’s office is in the process of filing with the Board of Revisions foreclosure for the 11880 State Route 38 N.E. property. A date for the Board of Revisions hearing will be set for the near future.
Assistant prosecutor Dan Drake has spoken to the representatives of the properties that the Land Bank feels would be suitable for the State of Ohio Brownfield Remediation Program and the Building Demolition and Site Revitalization Programs: Washington Industrial Park site, Bogus Road site, Rawling Street (Carlton Manor) and properties in Jeffersonville.
Per the grant application, permission from the property owner must be given in writing by way of a lease, right of entry or outright ownership of the property. The representatives or current owners are not inclined to authorize the Land Bank any access to the properties.
The recommendation from the prosecutor’s office for the Rawling Street (Carlton Manor) property is to proceed with the foreclosure process.
The owner of the sites at the Washington Industrial Park and Bogus Road is not interested in either of the state’s programs. Per the EPA, the Washington Industrial Park site is on the Ohio EPA hazardous waste cleanup list and enforcement action is pending. The site on Bogus Road will require local intervention by way of a complaint for local officials to investigate zoning, licensing, health violations and or other violations. Talks will continue with the Jeffersonville officials and owner regarding the site in Jeffersonville.
There was discussion regarding 10061 Washington-New Martinsburg Road. It was recommended to file foreclosure due to delinquent taxes.
The sale of properties located at 7101 and 7123 S.E. State Route 753, Greenfield, is pending to Samantha Abercrombie.
The next meeting is scheduled for March 28 at 10:30 a.m. in the County Administration Building, second floor meeting room.
