Randy L. Ruth, 45, 607 Village Court, Apt. C, possession drug abuse instrument.

Tammy L. Althouse, 35, 3009 Bogus Road, no operator’s license.

SEPT. 16

Jeffrey P. Keller, 34, 142 Summit Lane, rape.
