Possession of Drug Paraphernalia/Possession of Drug Abuse Instruments: At 2:37 a.m., officers initiated a traffic stop in the area of East Paint Street and Wilson Street for a registration violation. Marijuana was located in plain view. A search of the vehicle located drug paraphernalia and drug abuse instruments. The driver, Joseph M. Fleischmann, was arrested and charged with the listed offenses.
