Continuance ordered in Frump cases

Scott E.L. Frump’s sentencing on two felony cases was continued in the Fayette County Court of Common Pleas Wednesday.

Frump is a 23-year-old from Washington Court House who plead guilty May 1 to possession of heroin, a felony of the fifth degree.

In that case, Frump is facing a maximum sentence of one year in prison and a fine of $2,500.

Frump admitted that he was at a family member’s house when he had a drug overdose in the village of Octa Sept. 9, 2016.

A family member called for help and a Fayette County deputy sheriff arrived on the scene before the Fayette County EMS.

The deputy sheriff reported Frump was laying on a bed unconscious, foaming at the mouth and with a faint heartbeat. The deputy sheriff then administered one dose of Naloxone to reverse the suspected drug overdose but Frump remained unconscious. The deputy sheriff administered Naloxone again, applied an AED defibrillator and performed CPR.

A hypodermic needle and “several small papers with a white residue” were found beside Frump on the bed, along with a heavy metal spoon with burn marks.

The Fayette County EMS transported Frump to the hospital for further treatment.

The deputy sheriff submitted a medical records request form to Fayette County Memorial Hospital to obtain Frump’s medical tests to include in the criminal investigation.

According to the medical tests received in the case file, Frump’s urine tested positive at the hospital for opiates and no other drugs.

A second case was filed against Frump in the Fayette County Court of Common Pleas.

This case was for failing to appear for a scheduled court hearing in the first case.

Frump also entered a plea of guilty May 1 to the failure to appear charge.

For this charge, Frump is facing a maximum sentence of a year-and-a-half in prison and a $5,000 fine.

Sentencing in both cases is now scheduled to take place in the court Monday, June 12 at 1 p.m.
